About Down Syndrome Foundation R.O.C. (Taiwan)

 

The Down Syndrome Foundation R.O.C. (Taiwan) was born out of a shared vision among parents to create a supportive community for families of children with Down syndrome by offering a platform for connection, mutual understanding, and empowerment. Through family care visits, emotional support, and professional consultations, this community worked together to help families face challenges with resilience and strength, fostering a network of encouragement and solidarity. In 1998, driven by the desire to directly address the unique needs of children with Down syndrome, the Foundation was formally established through dedicated fundraising efforts. Since then, it has provided a comprehensive range of holistic services tailored to each child’s age, family dynamics, and caregiver circumstances, including early intervention, full-day care and placement, medical rehabilitation, vocational training, sheltered employment, health management, community integration programs, and emergency assistance. 

In response to the evolving needs of children with Down syndrome, the Foundation has continuously expanded and refined its services to provide comprehensive support. In 2005, the Foundation introduced early intervention services to underserved rural areas along Taiwan's northern coast, marking its first step toward professionalized care. By 2006, it began managing the New Taipei City Ai-Le Developmental Center, offering structured daytime care for individuals with physical and intellectual disabilities. In 2012, the Foundation opened its first community-based daycare facility, aligned with the government’s initiative to promote community-based care. In 2013, aligning with public childcare policies, the Foundation opened its first public childcare center and family resource center. By 2015, its services extended to the Matsu Islands, introducing professional public childcare services to Taiwan’s offshore communities. In 2018, the Foundation launched its first nonprofit preschool, creating an inclusive environment for children with developmental delays. That same year, it connected with long-term care resources to provide long-term care services for individuals with disabilities who require holistic care. The Down Syndrome Foundation R.O.C. embraces the philosophy of "Where there’s a need, there we will be," continuously expanding its reach and tailoring services to meet the unique needs of children and families.In 2023, we took on the management of Yongfu Home at Xingyan Campus, part of Taipei City Yangming Home for the Disabled, establishing the nation's first AI-integrated full-day care facility for individuals with disabilities. By incorporating smart technology into disability services, we enhance service quality while reducing the burden on caregivers. In 2024, our public welfare brand, "Abrazo," opened at Breeze Taipei Station B1, making it the only charitable store within Taipei Main Station.


The Down Syndrome Foundation upholds four core values: Health, Friendliness, Sustainability, and Environmental Responsibility, embedding them into every aspect of our services. We have introduced green energy to create an eco-friendly sheltered workshop and applied sustainable packaging to our charitable brands. As part of our commitment to global engagement, we actively support the United Nations Sustainable Development Goals (SDGs), striving to improve both our environment and the well-being of those we serve. Our promise—A Lifetime Commitment to Service—guides our mission. Driven by our philosophy of “wherever there is a need, there we will be,” we are continuously expanding our service network to create tailored solutions for children and families in need, ensuring the long-term sustainability of our foundation.

 

Our Vision

Individuals with Down syndrome often exhibit distinct physical traits such as wider-set eyes, a flatter nose bridge, low muscle tone, and a flattened facial profile. These features, caused by chromosomal abnormalities, are often accompanied by various congenital health issues and developmental limitations. These challenges can affect daily learning, social adaptation, and societal acceptance. To support individuals with Down syndrome in leading independent lives within society, the Foundation has steadily broadened its services. What began as a mission to assist individuals with Down syndrome now includes support for all individuals with disabilities and their families. By refining service models and advocating for greater awareness and understanding, the Foundation seeks to foster a society that is inclusive, supportive, and accepting. Our ultimate vision is to create a community where every person with a disability has the opportunity to live independently and where families can find reassurance and peace of mind.

We firmly believe that every child is unique and full of potential. Given the opportunity, they can shine on their own stage in life. Thus, the Down Syndrome Foundation R.O.C. began its journey with services for individuals with disabilities, tailoring personalized care to meet the unique needs and abilities of each child. Our approach evolves with the demands of different life stages, offering a variety of services that adapt to each phase of development. Starting from the grassroots, the Foundation has also committed itself to the growth of public childcare services, aspiring to be the first social welfare organization that children encounter and the first point of contact for young families seeking support. Through social education initiatives, we aim to raise awareness about individuals with disabilities, fostering greater acceptance and understanding. Our mission is to create a society that embraces diversity, offering every child the opportunity to grow in an inclusive and supportive environment
